Можно найти requests‑2.13.0‑py2.py3‑none‑any.whl на: http://www.lfd.uci.edu/~gohlke/pythonlibs/ (Должен подойти). Windows .BAT файл/команда для установки: %LOCALAPPDATA%\Programs\Python\Python35\Scripts\pip install requests‑2.13.0‑py2.py3‑none‑any.whl
Или через pip.
