Добрый день! У меня установлен Windows 7.
Установил python (версия python-3.8.10-amd64), а потом jupyter (pip install jupyter).
jupyter вроде установился успешно. Проверил (pip show jupyter) Выходит сообщение

Но, к сожалению, jupyter запускается. Когда ввожу команду jupyter notebook выходит сообщение

Подскажите, пожалуйста, как исправить ошибку?

Попробуй поставить Rust
https://www.rust-lang.org/tools/install

Потом сделай там

rustup update

 pip uninstall jupyter

 pip install jupyter
